Medical, Dental & Minor Surgical Screening Mission
March 14, 2009 – Candon City
The Joint Community Services Medical Mission Team headed by Vice Governor Jerry C. Singson conducted on March 14, 2009 an advance screening in Candon City of prospect patients preparatory to a major surgical mission to be held in Candon City on April 13 to 16, 2009. Joining them as volunteers from the University of Santo Tomas Hospital in Manila were Dr. Bernard Cuevas, Dr. Rolando Cabatu with support staff Ms. Ma. Cristina Agustin and Ms. Reigna Mae Barcenas.
The medical volunteers who conducted the eye check-up were Ophthalmologist Dr. Sebastian Mou and Dr. Eduardo V. Gomez assisted by nurses Aprilyn Bay Mamilig and Cheyserr de la Cruz from the University of the Cordilleras and Baguio Colleges Foundation.
According to the text message of Ms. Nenita Alamar (Vice Governor’s Office Administrative Assistant II who is a regular in the JCS MM Team), 27 patients have been scheduled for cataract surgery and 210 have been screened for various major surgical treatment (e.g., back pain, breast mass, buttock mass, cervical polyps, cleft lip and palate, gallbladder, gallstones, goiter, hernia, mass forehead, myoma, neurofibroma, ovarian cyst, painful urination, thyroid enlargement, etc.).
Vice Governor Jerry C. Singson hosted the lunch at the Bistro Restaurant in Candon City. After the screening concluded in the afternoon, Vice Governor Jerry C. Singson took the team and staff northward for some relaxation at the Sabangan Beach Resort and the coastal barangay of Nalvo, Sta. Maria. The group arrived in Vigan City at 9:00 p.m.

The Joint Community Services Medical Mission of Vice Governor Jerry C. Singson held its fourth humanitarian service for 2009 in Sinait, Ilocos Sur on March 1. The main service providers for the cataract surgeries were Dr. Rolly Vermudez from Vigan City’s Vermudez Clinic and Dr. Boying Degracia of the Sinait District Hospital.
Also in attendance were SDH Chief Dr. Amando Agdeppa, Mrs. Corazon Arcebal (Administrative Officer), Ms. Alma Guzman (Nurse IV), Ms. Emelinda Soriano (Nutritionist Dietician II) and other SDH staff, along with student nurses from IGAMA Colleges Foundation of the neighboring town of Badoc, Ilocos Norte.
Most of the 14 patients were senior citizens. Snacks and lunch were hosted by the SDH and the JCS MM completed the event at 8:30 p.m. This is the 50th mission overall of the JCS MM Team since 2006 and the 27th mission since 2008. A running total of 42,806 beneficiaries have been served by the JCS MM as of March 01, 2009.

Vice Governor Jeremias “Jerry” C. Singson led the JCS Medical Mission in conducting a medical/dental/minor surgical mission at the Sto. Domingo People’s Coliseum in coordination with Mayor Butch Tadena who was accompanied by Vice Mayor Anthony Que, the Sangguniang Bayan Members and the Barangay Captains headed by their President Brgy. Captain Ernesto Tadeja.
The JCSMM sponsored the humanitarian service in collaboration and partnership with the Beta Sigma Fraternity Federation of North American Chapters headed by Mr. Sonny Pagador (UP ’76); Mr. Jessie Robert “Toto” Mallonga (MCU ’76); Mr. Alex Reyes (UP ‘84A); Mr. Abe Ragudos (Secretary, SLU 76E); Mr. Don A. Gam Chorre (UPLB ’56); Mr. Jun Presto (Feati University Northwest Chapter, Seattle, Washington); Mr. Ruben Pascual (UP ’76); Mr. Billy Sevilla.

The health care volunteers were composed of Ms. Lita Alves (PHO Nurse II); Ms. Bienvenida Aquino (PHO Nurse); Mr. Mark Jason Carbonell (GSGH); Ms. Rhodeline Espejo (PHO Sanitary Inspector II); Ms. Nena Lubera (Nurse II); Mrs. Gigie Oandasan (College of Health & Sciences, UNP); Ms. Evelyn Panela (GSGH); Mr. Remo Pilo (GSGH); Ms. Bernadine Raquel (Medical Technologist); Mr. Daryl Rayray (GSGH); Ms. Elizabeth Retuta (PHO); Mr. Ephraim Sison (GSGH0; Ms. Marjorie Tadena (Admin. Officer II); Ms. Wilhelmina Tinaza (Popcom). They were reinforced by volunteer student nurses from the University of Baguio and Ilocos Sur Community College.
Also present were pastor Marben Lagmay and Pastor Jerry Reis of the Caleb Ministry Seattle, Washington who donated boxes of assorted medicines.
A total of 1,727 patients benefited from the mission broken down into 683 for medical, 119 surgical, 374 ophtha, 123 dental, 63 derma, and 365 pedia. Reading glasses were also distributed under the supervision of the Beta Sigma Fraternity given to patients who first underwent eye check-up.
Snacks and lunch for the Mission Team were served at the nearby Municipal Hall. The mission was concluded at 5:00 p.m.

The JCS Medical Mission held a cataract mission in cooperation with the Carolina Medical Mission and the Surgical Eye Expedition International with the Gabriela Silang General Hospital in Vigan City, Ilocos Sur as venue for the four days of humanitarian service. The patients were first screened and their eye surgery was conducted on January 7 and 8 while final day was devoted to check-up.
The doctors who performed the cataract operation were Dr. Michael Sison and Dr. Eva (Apple) Catedral who both treated 14 indigent patients who were senior citizens from as far as Bangui, Ilocos Norte and other municipalities and Vigan City.
The doctors were billeted at the Alad bar and Dr. Pablo Quedado catered that snacks and lunch.

After the Cataract Mission at the Gabriela Silang General Hospital that marked the first humanitarian endeavour led by Vice Governor Jeremias “Jerry” Singson (VG JCS) with his JCS Foundation for the new year on January 7-18, the next big event of this nature for the year was held at the small but dynamic town of San Ildefonso, Ilocos Sur hosted by Mayor Christian “Basi” Purisima who also acted as the chief mess man for the meals and snacks.3
In the first photo, VG JCS is shown in a huddle with veteran Provincial Board Member Azucena “Chuchi” Purisima, the mayor’s mother, at the head table preparatory to the free medical services.
Photo no. 2 shows the table for medicines that was the earliest busy place. No. 3 photo shows the table where patients are accommodated and recorded for their ailment back-dropped by the line of patients. Also shown seated at the right is Vigan-born former Congressman Felipe “Jun” Abinsay of Hawaii who was on a visit and conferred with VG JCS about the joint efforts with Ilocos Surian Association of Hawaii and the State Government of Hawaii which has sisterhood ties with Ilocos Sur.
As always, VG JCS was busy as a bee, shown in photo No. 4 with Mic giving instructions to the multitude of medical mission personalities. Whenever he sees the need, VG JEREMIAS “Jerry” SINGSON, in photo No. 5, approaches newly arrived beneficiaries to advice on what to do.
Photo No. 6 shows the waiting and orientation area for patients and their companions at the Youth Center (covered hall). Photo No. 7 shows a part of the people who came in droves to get health care attention with their families, also, showing Mayor Christian Purisima in the company of VG JCS at the head table.
The JCSF Medical Mission officially begins with the National Anthem (photo No. 8) complete with the Philippine flag. Then the actual action starts (photo no. 9) between doctors and patients with attendants, nurses and aides.
Always, the snacks and meals are served under the sponsorship of the host municipality (photo No. 10-11) that offer a well deserved repast for the hardworking doctors, nurses and a host of other volunteers.
This mission lasted until 7:00 P.M. after having served 2,478 patients for medical (1,850 adult and pedia). Dental (121), surgical (70), derma (47), circumcision (31), fasting blood sugar (43), OB check-up (2) and optha (61). Free eyeglasses were given to deserving patients after a thorough check-up by Dr. Marilou Launio (Optometrist). Some patients had to be referred to the Gabriela Silang General Hospital for cataract surgery and other major ailments.
From the Provincial health Office who came to serve were Dr. Carmeliza Singson and Dr. Rosalinda Quesada; from GSGH were Drs. Trina Tabboga and Profirio Tugas; Dermatologist Dr. Durma Vera Cruz Basilio; Drs. Ma. Teresa Tabaco (San Ildefonso MHU), Lourdes Guzman (Sto. Domingo MHU), Ronald Tobias (Magsingal District Hospital Chief), Amando Agdeppa (Sinait District Hospital Chief), Antonio Palpalatoc (San Juan MHU), Rudy Singson (Cabugao RHU), Edna Rabena (Caoayan RHU), Federico Anaen (Salcedo MHU), Pablo Quesada (Central District Hospital Chief), and Optometrist Dr. Marilou Launio.
There were also volunteer nurses and day care workers as well as support staff from the Vice Governor’s Office and GSGH. The balikbayan guests were Ms. Lolita Astom Antolin and Ms. Luz Alquiza Duque.
